Chair discloses move outside Surprise; board to consider adding vice chair

The chair of the Surprise Public Safety Personnel Retirement System joint board disclosed to members that he recently moved and that "my residency is no longer Surprise, Arizona," and he placed that disclosure on the record.
The Chair said he sought legal review and that both the board attorney and the city attorney advised that because his position is a mayoral appointment, it was appropriate for him to continue serving. He invited any discussion or questions; none were raised.
Earlier in the meeting staff notified the board that Board member Kim Drayden's term expires on 2026-06-30 and that the city clerk's office provided Drayden with a reappointment application; Drayden confirmed he had received and returned the application.
The Chair said illnesses and absences can occur and recommended the boards consider adopting a vice chair provision under the city of Surprise Public Safety Personnel Retirement System local fire and police board rules of procedures (Section C2) so a designee from within each board can preside in the Chair's absence. Board members agreed to put the vice-chair selection on the next meeting agenda for possible action.
