Residents press council on sidewalks, intersection safety and loose dogs during public comment

Denise Cybert (114 Great West Loop) praised recent sidewalk upgrades and told the council that the new four-way stop at 2483 and MPR improves pedestrian and traffic safety. She urged installation of a yellow yield sign and a center lane marking near North Point and Cottonwood to improve sight lines for left turns and reduce conflicts with delivery trucks. "If people are going to park in that driveway, it's so close to that intersection," she said, describing visibility problems that create hazards for pedestrians and drivers.
Donna Hartman (112 Great West Loop) said a neighbor was recently attacked by loose dogs while bicycling and urged the council to prioritize leash-law enforcement or consider stricter ordinances. "We can't walk anymore. We can't ride our bikes anymore," she said, summarizing residents' fear and reduced outdoor activity. Hartman also praised first responders for their response to the reported attack.
Larry Hartman suggested procedural fixes to speed public comment, such as allowing speakers to list names in advance and queue behind one another; he also asked the council to adjust podium placement so attendees can see all council members.
Council announced a procedural change at the start of the meeting: public-comment sign-ups will close 10 minutes before the start of meetings so the city secretary can complete required processing under the Texas open meeting law. Council did not take immediate action on leash-law enforcement or the traffic-sign requests during the meeting; those items would need to be scheduled for future agenda consideration or directed to staff for follow-up.
