"I'm 80 years old," the applicant said. "If I do an Airbnb, I'm able to reserve Christmas and holiday for my family. If not, I have to sell." The applicant asked the council to consider the family use and the financial difficulty that would follow a denial.
Council members noted the city's planning and zoning board had reconsidered the item and recommended approval. During discussion, a council member observed the city does not have a rule on minimum spacing between temporary rentals and said there was no reason the council could not grant the permit. Council Member Striker moved to approve the ordinance; Council Member Allen seconded. The motion carried, 4-0.
The council's action authorizes the property owner to operate the residence under the city's special-use rules for short-term rentals. The council did not attach additional operating conditions in the motion. The public hearing record shows neighbors were able to speak during the hearing; the council closed the hearing before voting.
The new permit follows the city's existing short-term rental review process; the homeowner said she already holds required state and county approvals. The council did not amend local rules on spacing or parking at this meeting.
The council recessed into executive session later in the meeting and reconvened with no actions taken. The ordinance takes effect according to the city's ordinance-adoption procedures.
