The Knox County Commissioners on June 9 approved a one-year extension of the county's permissive homestead exemption and took several administrative actions, including certifications required by the CDBG program and contracts involving Job and Family Services.
Homestead exemption: The board approved a resolution extending authorization to implement the local permissive homestead exemption pursuant to Ohio Revised Code section 319.304 for an additional year. The resolution was described to the board as designed "to reduce the property tax burden for qualifying low-income seniors and permanently and totally disabled Ohioans, by shielding a portion of their home's market value from taxation." Commissioners said they received public thanks after the measure was in place last year and moved to reauthorize it for another 12 months.
Administrative certifications and contracts: Commissioners voted to approve required CDBG certifications, including the environmental review certification for general administration, fair housing and planning, and the residential anti-displacement and relocation-assistance plan certification. The board also approved a software service agreement between the Knox County Department of Job and Family Services and Facilities Management LLC, a contractor agreement for an Ohio summer youth jobs program involving Job and Family Services, and a 2027 shared funding agreement allowing JFS to access local funds for community services and residential placement in coordination with partner agencies.
Announcements and next steps: Staff notified the board that steps to place a senior levy on the November ballot could begin soon but would not be approved at this meeting; commissioners agreed to add it to a future agenda. The board also received letters on local development matters, including a notice from National Church Residences of Mount Vernon LLC about senior rental housing and a letter from Pivotable Development LLC relating to a proposal north of Vernon; the county entered those letters into the record.
