Roxboro approves change orders for western sewer project; staff reports construction progress

Roxboro council voted to approve two change orders for the city’s western sewer project and heard a construction update that showed substantial progress on gravity mains and ongoing work on the force-main sections.
Staff explained change order number five (about $55,122) addressed design changes required by the N.C. Department of Transportation to cross Industrial Drive and said the work was authorized at DOT’s direction. Change order number six ($3,674.77) paid for a pipe bend to avoid a field conflict; staff said that small modification avoided a more costly adjustment. The city will pay these costs from state-allocated project funds and pursue reimbursements when applicable.
On construction progress, staff reported 100% installation of the 24-inch gravity main, 94% of the 18-inch gravity main, approximately 37% of the 16-inch force main and 34% of lift-station work. Boring operations at Chub Lake Road were underway and Hurdle Mills Road boring was complete. Staff said the project pace had picked up since resolving heavy rock conditions near the PCC campus and that they anticipate substantial completion between late 2026 and early 2027.
Council approved both change orders by voice vote.
