The Common Council on June 1 approved a motion to designate Midwest Construction Group as the general contractor for a boiler plant at 17 East Main Street to support the Church Street snowmelt system and waived the city’s standard bidding requirements for the contract.
Assistant City Manager/Finance Director Kevin Plockmeyer explained staff recommended the waiver because the building owner and Midwest Construction Group share overlapping ownership interests and the work requires close coordination with exterior building improvements, including a chase that is now required. Under the preliminary budget provided by Midwest, general conditions total $15,248 and project management/supervision $22,040 (combined $37,288); Midwest also proposed a contractor fee equal to 5% of subcontractor costs and agreed to be responsible for additional engineering costs tied to the chase.
Plockmeyer said staff will solicit bids the week of June 9 to finalize project pricing and bring a contract to council on June 15. Councilmember Lam moved to approve Midwest Construction Group as general contractor and waive bidding; Mayor Pro-Tem Gruppen supported the motion, which passed unanimously.
