City updates council on proposed Red Rock development easements, detention basin and utility access

Corey and Dar described three primary elements: (A) an easement for Grand Water/Steward utility service lines that parallels an existing sewer easement, (B) one or two maintenance/access easements through city golf‑course property to construct and maintain a detention basin and to allow construction access, and (C) a proposed dedication of a narrow protection strip to the county right‑of‑way where historic misalignments created a small non‑developable sliver of land. Staff said any utility work must meet drinking‑water‑source‑protection standards, require robust pipe and joint specifications, and include language to address long‑term maintenance responsibilities and surfacing standards.

Staff stressed they will not finalize easement language until they have construction plans and detailed alignment stakes; they said the developer will pay fair market value for easements and that the city will coordinate closely with Grand County and stakeholders including the golf course. Council members asked for alignment clarifications, confirmation that maintenance access would be gravel (not full roadway), and assurance that the golf‑course aesthetics and par hole would not be impaired.
