Board authorizes $61,695 pay request for Village Road curb and sidewalk; rescinds pavilion CDBG award to reapply

West Lampeter Township supervisors on May 11 authorized a $61,695 pay request to Doug Lamb Construction for the Village Road Curb & Sidewalk Project and moved to rescind a previously approved $130,000 Community Development Block Grant (CDBG) award for the pavilion at Willow Street (Pyfer) Park, with staff instructed to submit a new standalone application.
Township Manager Rebecca S. Denlinger reported that the NPDES permit and sewer connection approval for future restrooms at Pyfer Park have been received and preconstruction meetings are being scheduled. Denlinger said the Township sought to use the Keystone Purchasing Network cooperative purchasing option for pavilion procurement but that the Lancaster County Housing and Redevelopment Authority denied the request, prompting her recommendation to rescind the CDBG allocation and reapply.
Supervisor Barry Hershey moved, seconded by Supervisor Geoffrey Beers, to notify LCHRA to rescind the current CDBG award and to submit a Letter of Intent and a new application for pavilion funding; the Board approved the motion 4—or, 1 gainst (Supervisor Randall Andrews opposed). Earlier, Hershey moved and Supervisor Tracy Arnold seconded approval of Pay Request #1 to Doug Lamb Construction in the amount of $61,695; that motion passed 5—or, 0 gainst.
Denlinger said staff will coordinate a groundbreaking ceremony to recognize the Pyfer Family Foundation and anticipated participation from neighboring property owners. The Board did not authorize new township funding beyond what is already budgeted that evening; Denlinger recommended rescinding and reapplying to preserve project timing.
