West Lampeter supervisors approve stormwater, subdivision securities; Willow Valley vote includes abstention

The West Lampeter Township Board of Supervisors on May 11 approved several land-development and stormwater-related actions, including a conditioned approval of the Stormwater Management Plan for John King Poultry and financial-security authorizations for two subdivision plans.
Supervisor Geoffrey Beers moved and Supervisor Randall Andrews seconded approval of the John King Poultry Stormwater Management Plan (WL2025-SWM-014), conditioned on an ELA review dated May 1, 2026 and the parcel owner obtaining required permits and a certificate of occupancy. The motion passed unanimously.
Beers also moved, seconded by Vice Chair Barry Hershey, to approve an improvement guarantee for the Preliminary/Final Subdivision and Land Development Plan for 1502 Mentzer Road in the amount of $16,943, conditioned on the Township Engineer—LA recommendation of April 20, 2026. Supervisor Tracy Arnold then moved, seconded by Hershey, to authorize the chairman or vice chairman to execute the necessary agreements subject to solicitor, engineer and staff review; both motions passed 5—or, 0 gainst.
On a separate item, the Board approved the Financial Security for the Second Revised Final Plan for Willow Valley Southpointe at Lakes in the amount of $871,128.16, conditioned on ELA confirmation of previously constructed improvements. That vote passed 4—or, 0 gainst with Chair Randy Moyer recorded as abstaining because of a professional conflict. A subsequent motion authorizing the chairman or vice chairman to execute required agreements for the Willow Valley plan carried with the same 4—or/1 bstention split.
The Board took no action on a Stormwater Management Plan application for an accessory dwelling at 1009 Penn Grant Road because the applicant was not present.
Board members said the conditional approvals rely on follow-up checks from the Township Engineer and staff prior to final acceptance. No ordinances or code changes were enacted during these items; the approvals were limited to the specific plans and financial securities before the Board.
