Resident tells board his pond is 'extremely stagnant'; board offers study and invites HOA rep to July meeting

A Greenwood resident asked the storm water board for help on June 10 after years of unsuccessful attempts to resolve a stagnant neighborhood pond.
"It's extremely stagnant... it stinks," said Stephen Lindsay, who gave his address and said roughly 30 houses back up to the pond. Lindsay told the board he and neighbors had raised the issue with their HOA for four years but saw little progress.
Staff told the board there is a public-private partnership (PPP) agreement with Bark Lakes HOA that was intended to allow pond aeration but that the HOA reported difficulty installing electrical service for a fountain or aerator. Staff proposed the board could commission a third-party drainage study under board funds to determine the pond's functionality, easement/access constraints and whether aeration or other interventions would be effective.
Board members asked staff to contact the HOA president or representative and requested that, if the HOA is prepared, a representative attend the next board meeting on July 8. The board suggested the HOA coordinate with Chris Jones ahead of the July meeting to determine whether the PPP should be modified or terminated and whether available PPP funds could be redirected toward a drainage study or remediation.
No formal vote on funding a drainage study was recorded; the actions described were staff directions and an invitation for the HOA to meet with staff and the board.
