The artist, Ivon, told the commission she has produced several veterans-themed murals for other cities and described the proposed 8-by-8-foot piece as a realistic depiction of a state trooper and vehicle intended to "uplift anyone who is in the room" through warm blue tones and durable coatings. "I specialize in creating murals, comic art and portraits honoring heroes," Ivon said during the presentation.
Staff presented a revised budget and letters of support including one from Captain Jared Gustling and from representatives of a school district and Goodyear arts staff. The commission sought and received clarification that the artist would not repaint or add lettering over an existing mounted sign; Ivon said she would "work around" the existing fixture and apply extra protective varnish to extend the mural's life.
After brief discussion about signage rules and site constraints, a commissioner moved to approve the grant; the motion was seconded and carried with no abstentions recorded. The mover and seconder were not captured on the record. Staff noted the approval follows staff review of the revised design and letters of support.
The artist thanked commissioners before departing to teach an afternoon class. The commission's approval allows staff to proceed with the grant award and contract steps; staff did not specify an exact contract amount on the record at the meeting.
The commission handled related grant business earlier in the meeting, including a staff-approved $1,000 addition to a different BIA grant (item reported separately), but the ACDPS mural approval was the only formal vote tied directly to a project contract at this meeting.
