Associate planner Oscar Estrada presented the request for CUP26006, noting the sushi restaurant sits within an established commercial center and that staff’s analysis found the proposal consistent with the general plan and zoning designations. Staff reported the census tract’s existing license count would not result in oversaturation and that the sheriff’s office registered no objection. Estrada recommended approval with a categorical CEQA exemption for existing facilities (staff cited CEQA Guidelines section referenced in the staff report).
Leslie, representing the applicant, told the commission she expects beer and wine (including rice wine/sake) to improve customer experience. Commissioners reported site visits and said the establishment appears clean and well-run; the commission heard no public opposition.
A motion to approve CUP26006 and adopt the CEQA exemption carried unanimously, and staff will finalize conditions of approval for the permit. The approval covers beer-and-wine (on-site) only; any future changes (for example, full liquor service or expanded hours) would require an amended entitlement.
