RFP published for Memorial Park expansion; federal terms likely to raise costs, bids due July 1

Parks staff announced that the request for proposals for the Memorial Park expansion was released last week and that a mandatory pre-bid site meeting is scheduled for tomorrow at 10 a.m., with bid opening set for July 1 at noon.

Lorena, a Parks & Recreation staff member, told the advisory board that staff will screen bidders (attendance at the mandatory pre-bid meeting is required for a bid to be considered), check references and provide bid packets to the board for review. She described two inspection-service proposals: one priced at about $46,000 for weekly on-call/inspection services and a higher proposal of roughly $117,000 that would have placed an inspector on site five days a week. "We said, no. We don't need that," she said, explaining the department will rely on Public Works foreman John Welty as site inspector and the county's inspections to avoid unnecessary daily engineer presence.

Funding context: Lorena said the expansion carries mixed funding: approximately $42,000–$43,000 from Carroll County Program Open Space and a larger federal grant of about $864,000. She warned that federal terms — including Buy America requirements (particularly for steel) and prevailing federal wage rates — may push contractor bids higher. She also said the contract will require primary seeding of Bermuda grass on athletic fields by Aug. 31 and carry a germination guarantee rate in the 90–95% range with a 90-day warranty window after final payment.

Timeline and next steps: The advisory board will review bids after the July 1 opening and will make a collective recommendation to town counsel for contract award consideration at the council meeting on July 13; if council awards the contract, staff expects to issue a notice of award and notice to proceed the next day. Lorena also suggested the board consider a ceremonial groundbreaking once construction is authorized.
