East Bradford board authorizes staff to explore joining Delaware Valley Health Trust for employee benefits

The East Bradford Township Board of Supervisors on June 4 authorized staff to take next steps to explore switching the township's employee health and dental coverage to the Delaware Valley Health Trust (DVHT).
Representatives Lauren Detweiler and Steve Fallon told the Board that "DVHT only serves public entities and is a nonprofit owned by its members," and presented a proposal that projected "savings of 6% (health) and 5% (dental)." The proposal would move health coverage from Highmark to Aetna and dental coverage from Aetna to Delta, and included transition support such as COBRA administration, ACA compliance and discounted group life and disability coverage.
Vice Chair Bruce W. Laverty moved to authorize staff to execute an Assumptions and Conditions letter and to notify the Township's current carrier, PHMIC, that East Bradford intends to explore other options; Member Debbie Maynard seconded the motion, which passed unanimously. The motion directs staff to proceed with orientation planning for employees should the Township pursue the change.
The Board did not take a final vote to switch carriers at the meeting; the authorization begins a staff-led evaluation and transition planning period. The proposal's projected savings were presented by DVHT staff and are estimates; the Board's action was limited to pursuing the matter further rather than committing to a final carrier change.
