Maran council adopts budget, tax rate and multiple administrative measures

The Maran City Council on June 8 adopted the fiscal year 2027–28 operating budget and approved several related fiscal and administrative measures during a routine meeting at city hall.
The council passed Ordinance 07-2026 to adopt the FY 2027–28 operating budget and Ordinance 09-2026 setting the 2027–28 tax rate. It also approved Ordinance 08-2026 (bicycles ordinance), Resolution 2026-04 (capital improvement program for fiscal years 2027–2032), Resolution 2026-05 (fee schedule for 2026) and Resolution 2026-06 (retiring utility fund debt service). Each measure was adopted by motion and voice vote.
Why it matters: Adoption of the operating budget and tax rate sets the city’s spending priorities and revenue assumptions for the coming fiscal year and authorizes planned capital work listed in the CIP. The fee schedule and debt-service resolution adjust administrative and fiscal settings the city will use when implementing programs.
Other approved items included revisions to street and stormwater construction specifications, water and sewer specifications, approval of accounts payable, award of a cleaning contract, a Head Start lease, a special-event permit for the Good News Club and an extension of the Comcast franchise agreement. All of those measures were approved by motion and voice vote without substantive debate recorded on the floor.
Council did not record a roll-call tally in the minutes for these items; votes were taken by voice and the mayor announced that each motion carried after members voiced "I" or "Nay" where applicable.
What’s next: The approved operating budget and CIP guide staff work plans and capital bidding cycles for the coming year; staff and department directors will begin implementation steps as programs and procurement timelines dictate. The council will resume consideration of outstanding policy drafts, including a sign ordinance and dwelling-unit language, at future meetings.
