Building Department Assistant Sandy Dufresne told the Parsons Creek Advisory Committee on May 20 that the town's pump-out ordinance requires property owners to pump their septic systems every two years and submit proof to the Building Department.
Dufresne explained that homeowners may request a waiver from the two-year requirement; waivers are evaluated on household usage. The Building Department also conducts outreach to residents and to septic contractors to educate the public about best-management practices and the ordinance's requirements. Dufresne noted that homeowners outside the Parsons Creek watershed are still advised to pump regularly, and she cited the State recommendation that a family of four typically pump every three to four years.
The presentation clarified how the town monitors compliance (documentation submitted to the Building Department) and that the pump-out ordinance has a usage-based waiver option rather than a strict exception. No formal changes to the ordinance were proposed during the meeting; the overview was presented as part of the committee's broader conversation about septic-system inspections and watershed protections.
The committee adjourned at 10:00 a.m.
