Board approves Goodhue Run permit after lowering insurance requirement to match state statute

The Goodhue County Board of Commissioners approved the Goodhue Run special-event permit and agreed to revise the county's right-of-way event permit language to allow insurance limits that align with Minnesota Statute 466.04.
Public works staff explained the county's permit currently requires $1.5 million per occurrence and aggregate but that statute 466.04 sets municipal liability for certain nonprofit outdoor recreation activities at $1 million per occurrence. Staff said the county's insurer (MCIT) confirmed a $1 million per occurrence/$2 million general aggregate policy from a community fund would be sufficient for the event type in question.
The staff recommendation was to accept the lower limit for the Goodhue Run and amend the permit's special provisions to read that certificates must provide minimum limits of $1.5 million per occurrence and aggregate "unless alternative limits are provided for under Minnesota state statute." The board approved the motion by voice vote.
Jess (public works) presented the recommendation and Mr. O'Keefe (county attorney) said he had no objection, noting MCIT's guidance and that the lower limit is consistent with prior county practice in similar cases.
Next steps: staff will revise the right-of-way event permit language to reflect statutory limits and the board will apply the revised language to future permits unless a higher limit is specifically required.
