Plan Commission recommends approval of four-lot CSM at 8461 South 13th Street near West Middle School

The Oak Creek Plan Commission recommended that the Common Council approve a certified survey map to divide the parcel at 8461 South 13th Street into four single-family lots.

Todd, a city planner, said the RS3-zoned property (about 1.59 acres) sits across from West Middle School and is mostly undeveloped. The proposal would create four residential lots: three lots approximately 80 feet wide by about 200 feet deep (roughly 16,000 square feet each) and a larger north lot just over 82 feet wide and roughly 19,000 square feet. Todd said the proposed density (about 2.52 units per acre) is well below the RS3 maximum allowable density and that Milwaukee County has approved driveway access for the four lots.

Applicant Christopher Vogi said he plans to build single-family ranch homes—three-bedroom, two-and-a-half bath houses with two-car garages and potential basement bedrooms—and emphasized the homes would be in demand in Oak Creek.

Commissioners asked about sidewalk connectivity, driveway orientation (driveways will face South 13th Street), traffic near the school, and setback depth; staff noted there is an existing sidewalk near the church and school and that county approval covers driveway access. Commissioners suggested paying attention to driveway spacing and possible additional setback length to improve driveway capacity and sightlines.

A motion to recommend Common Council approval of the certified survey map was made, with conditions that technical corrections (spelling, coordinate geometry, compliance with municipal code and Wisconsin statutes) be made prior to recording and that a master site grading plan be submitted to engineering staff for compliance with municipal code section 14.125 prior to recording. The motion was seconded; a roll call vote followed and the recommendation advanced to the Common Council.
