Clay County approves letters backing federal rail grant and major bridge projects; agrees to bridge design contract

The board approved contracting with Houston Engineering for bridge design to keep the project on track for reconstruction in 2027 and for bond eligibility; Commissioner Bear moved the agreement and Commissioner Ebinger seconded.
To preserve eligibility for bridge-bond funds, the board adopted two resolutions updating the county and county-plus-township bridge priority lists (Resolutions 2026-10 and 2026-11). Commissioners discussed the awkward phrasing of ‘‘deficient bridge’’ and the Local Planning Index eligibility thresholds but ultimately voted to adopt both resolutions.
