Rosalie Marsh Buenus told the council she has lived in Laguna Beach for 37 years and proposed converting a large vacant retail space into a year‑round arts center where local artists could exhibit, teach and sell work. "There are numerous empty retail spaces around town not being utilized," she said, urging a public‑private partnership to create continuous exhibition and studio space.
Other applicants emphasized performing arts and music (one applicant identified as a longtime performer and music advocate), continued temporary art programming on the promenade, and museum/design experience. Adam Schwiner submitted a video message in support of his reappointment; Carl Smith described experience as director of design for the Laguna Art Museum and recent service on the commission.
The council voted by paper ballot and reported the outcome as unanimous; Cindy Schwarz was appointed as the alternate. Staff said they will re‑advertise two continuing vacancies for the Housing & Human Services Committee and completed appointment paperwork will be processed by the City Clerk.
The council moved on to a study session on the community survey and potential ballot measures after concluding the appointments portion of the agenda.
