River Ridge CDD adopts loan amendment, approves $173,367.78 ditch‑cleaning estimate and accepts financials

The River Ridge Community Development District Board of Supervisors adopted Resolution 2024-05 and approved several fiscal and contracting actions at its June 25, 2024 meeting.
On a motion by Supervisor Kurt Blumenthal, seconded by Supervisor Terry Mountford, the board adopted Resolution 2024-05 authorizing an amendment to the use of proceeds of its Improvement Revenue Note, Series 2024, and authorizing the district to enter into a first amendment to the loan agreement with Synovus Bank. The motion passed unanimously.
Also on motion by Supervisor Blumenthal, seconded by Supervisor Robert Twombly, the board approved MRI Construction, Inc.'s estimate for dry retention flow‑way ditch cleaning adjacent to River Course holes #6 through #8 in the amount of $173,367.78. The motion carried with all in favor. District Engineer Charlie Krebs had presented the scope and answered board questions about debris removal, control structures and funding.
The board accepted unaudited financial statements as of May 31, 2024, reviewed budget variance information and a five‑year proposed budget breakdown. The board also approved the May 28, 2024 regular meeting minutes as amended (motion by Mr. Blumenthal, seconded by Mr. Twombly) and approved a staff recommendation that the Fining Committee review homeowners who removed littorals from a lake bank.
Separately, the board discussed but took no action on McCullers Construction Services & Consulting LLC's Estimate #8 to install a new well ($277,550); staff and board members cited South Florida Water Management District irrigation restrictions and a desire to reduce long‑term water usage.
Next steps: Staff will monitor implementation of approved ditch‑cleaning work and the amended loan language; the Lake & Dry Retention Audit Report will be included on the July agenda for further review.
