Pixley Public Utility District board accepts Well 4A as complete, files Notice of Completion

The Pixley Public Utility District board unanimously approved a Notice of Completion for the Well 4A construction project at a special meeting May 27, 2026.
Board President Ronnie Prine reported that the state issued a new permit on April 30, 2026, and that post-construction testing had been completed: sampling was done May 14, 2026, and vibration testing conducted May 21, 2026, "was conducted and passed," which broke the remaining punch-list items and allowed staff to move forward with filing the Notice of Completion.
The project was funded in part through a Drought Relief Grant from the Department of Water Resources, and the board noted several conditions and ongoing monitoring requirements tied to the permit. The board minutes record that "P&P will work with PPUD staff to complete the necessary items." The board recommended accepting the project and filing the Notice of Completion.
Board Member David Terrel moved to accept and file the Notice of Completion for the Well 4A construction project; Board Member Ramon Cisneros seconded the motion. The vote was unanimous in favor with Board President Ronnie Prine, Board Member David Terrel, Board Member Ramon Cisneros and Board Member Jose Moreno recorded as voting "yes." The minutes state the motion carried.
The minutes list Bakersfield Well & Pump as the contractor that performed the May 21 vibration testing and record Amanda Rodari as Office Manager and Secretary/Clerk who prepared the minutes. With no further business, the board adjourned at 5:01 p.m. on a motion by Board Member David Terrel, seconded by Board Member Jose Moreno, by unanimous vote.
The board directed staff and P&P to complete the outstanding permit conditions and monitoring requirements before placing the well fully into service.
