City Manager Kyler Ludwig explained that taverns are currently prohibited in all commercial zones under Chapter 20 of the Land Use Ordinance and summarized a recent application proposing a tap house at 183 S 100 E where alcohol service would be the primary activity and only limited food or snacks would be offered. Ludwig told the council that any change would require direction from the council and a formal review and recommendation by the Planning Commission.
Adam Young, representing the applicants, explained the concept as a "calm, community-focused" gathering space intended to complement downtown businesses. Council members noted the council's 2023 decision to exclude taverns from allowed commercial uses and raised concerns cited at that time about insurance costs and the impact on nearby neighborhoods.
Councilmembers did not vote on zoning changes at the meeting; they agreed to continue discussion at a future meeting when all members could attend and to route any ordinance amendment through the Planning Commission for public recommendation and hearings. The matter remains pending, with no regulatory change or permit issued at this meeting.
The council's next regular meeting agenda will include additional land-use items for further consideration.
