Planning Board proposes joint meeting with Select Board, backs new Economic Development Committee

Members of the Hampton Planning Board on June 3 discussed organizing a joint meeting with the Select Board to consider topics including RSA 79‑E (the Community Revitalization Tax Incentive) and potential wording changes to the Office Conversion Zones. Planning staff advised that, after consulting legal counsel, any change to the Substantial Rehabilitation or Public Benefit wording would require a ballot question.
The board also expressed consensus about forming an Economic Development Committee (EDC). They discussed possible membership, mission, structure, initial projects, and bylaws; Planning Board Representative Jeff Grip will present the proposal to the Select Board and request a joint meeting.
The board agreed to outreach in the Town Center area: Ryan Pope and Chair Sharon Mullen, as chairs of the Master Plan Implementation Committee and the Planning Board, will survey developers about how past zoning changes have affected development and what changes might affect future projects. Board members indicated they would proceed with that outreach.
Member reports included a Master Plan committee update (MPIC to present 2026 priorities to the Select Board) and conservation updates: planned turtle‑crossing signs with QR codes for rescue information, a BioBlitz scheduled for June 13 from 9:00 a.m. to 11:30 a.m., and recognition of Conservation Coordinator Brianna Hagan with a Community Champion Award at a recent summit.
