Loomis approves Recology rate increase; typical residential cart rises to $38/month

The Loomis Town Council voted June 10 to approve an annual rate adjustment requested by Recology Auburn Placer that will take effect July 1, 2026, after no majority protest was filed during a Proposition 218 hearing.
Kate Schultz, a consultant supporting the town, explained the increase is composed of two eligible components under the franchise agreement: a cost‑of‑living adjustment (3.21% applied to collection labor costs) and pass‑through processing fees charged by the regional processing authority. She said the net effect on a typical residential 96‑gallon cart will be modest: "going from $37.44 to $38 per month," a roughly 1.5% increase for most households.
The notice and hearing followed the Prop. 218 process: owners and customers were mailed notices at least 45 days in advance and were allowed to file written protests identifying the parcel. Staff reported zero valid written protests at the close of the hearing, so the council moved to impose the requested adjustment.
Council members and staff also discussed communication around the "senior rate" and how it is presented; consultants acknowledged the current franchise agreement and materials do not clearly explain eligibility and said the new long‑term franchise negotiations will address rate structure and clearer eligibility rules.
Outcome: After the hearing, council approved the change by roll call. Staff will continue negotiations on a successor franchise agreement that can include clearer senior discounts, caps, and different structuring of pass-through charges.
Next steps: Recology will implement the July 1, 2026 billing rates. The town will pursue a rewritten franchise agreement with clearer indexing and eligibility for reduced rates during long-term contract negotiations.
