Monongalia County expands UTC district, approves $1.19M requisition and $40,000 Harmony Grove payment

The Monongalia County Commission on June 10 approved a set of development- and project-related actions, voting to modify the boundaries of the University Town Center (UTC) economic opportunity development district to add two parcels and to disburse funds from related project accounts.
Commissioners approved an order adding parcel ID 315-95 (the site currently housing a Seven Brew entity) and parcel ID 68-1-11 (the former movie theater site) to the UTC district. A commissioner explained the addition is similar to a past action (the Raising Cane’s addition) and said acreage removed previously still leaves sufficient coverage so no further property removals were necessary.
The board also approved requisition number 115 for the UTC Economic Opportunity Development District sub account in the amount of $1,191,916.94; staff noted account balance and statutory lien considerations that affect available funds. Earlier in the meeting the commission approved requisition number 44 for the Series 2021B Harmony Grove Phase 1 project fund totaling $40,000, of which $30,000 was to be paid to Adrian Enterprises and $10,000 to Thrasher Group.
All three motions were moved, seconded and approved by voice vote; the meeting record shows no roll-call tallies. Commissioners briefly discussed account balances and statutory liens that reduced available funds before the requisition vote. No amendments or legal objections were recorded on the floor during the actions.
