Commission approves site plan for 11,000-square-foot cold-storage facility in Pickard Commerce Park

The Indianola Planning and Zoning Commission on June 9 approved a site-plan application for an approximately 11,000-square-foot cold-storage mini-warehouse proposed by Apex Storage Solutions LLC at 413 South 21st Street in Pickard Commerce Park, planning staff said.
Planning staff member Bill described the proposal, represented by Corey Marsh of Slender and Associates, as a 40-by-275-foot building with roughly 11,000 square feet of floor area, 19 individual rentable units and a maximum height of about 17 feet. The site is shown as Pickard Commerce Park Plat One Lot 7 and measures about 1.20 acres. Staff said the plan provides a 5-foot sidewalk along the lot frontage, a 5-foot internal pedestrian walkway, landscape buffers on the west side, and that 53.3% of the project area is being set aside as open space (the ordinance requires 15%).
Bill told commissioners that utilities for the building are primarily electric and that the site will not use sewer service; stormwater detention will be handled in the detention basin at the south end of the plat. Colored elevations provided with the application show materials identified as Versetta stone panels and architectural metal panels with concealed fasteners; staff said these elevations comply with applicable building-design ordinances. Staff recommended approval of the site plan as submitted.
A commissioner asked whether the state Department of Transportation review affects site access. Bill responded that the entrance to Pickard Commerce Park has been approved by DOT for this development, but that additional access to serve the adjoining Picker Estates concept would require separate DOT approval under the access-management plan.
A motion to approve the site plan was made and seconded, and the commission recorded affirmative roll-call votes from Marman, Richie, Ferris, Darling, Becker, Vice and Nate; the motion passed unanimously.
Next steps for the applicant include pursuing applicable building permits and any further DOT approvals needed for additional access if and when adjacent development proceeds.
