Commission approves rezoning to allow commercial development at Kentucky Ridge site

The Indianola Planning and Zoning Commission on June 9 unanimously approved a rezoning request that shifts a 6.79-acre property at North Jefferson Way and East Kentucky Avenue from planned unit development back to C-2 highway commercial, planning staff said.
Planning staff member Bill told the commission the application, submitted by Inception Group LLC and represented by Jason Leon of Slender and Associates, reflects a change in development plans. The site was rezoned to a PUD in 2023 and that PUD — which included a concept for 51 townhomes, a pickleball court and a landscape buffer — was approved by the city council in early 2024. A final plat for the originally proposed townhomes was later recorded on April 9, 2026, but the developer opted not to record an earlier plat and has since pursued a commercial configuration.
Under the approved action, the property will return to C-2 highway commercial zoning so the developer can pursue a single platted commercial lot on the west half of the site, with the east half to be replatted for future development at a later time, Bill said. Staff reported they mailed notices to property owners within 200 feet and had received no correspondence opposing the request.
A commissioner moved to approve staff’s recommendation and the commission conducted a roll-call vote. The clerk recorded affirmative votes from Marman, Richie, Ferris, Becker, Vice and Nate; the motion passed unanimously.
The decision clears the way for the applicant to pursue commercial permitting and site-level approvals for the platted lot. The commission moved on to the next agenda item following the vote.
