Thomaston board recommends incumbent CWPM for five-year solid-waste contract despite budget gap

Thomaston — The Board of Selectmen recommended a five-year municipal solid-waste contract with the incumbent, CWPM, sending the contract proposal to town meeting despite staff estimates of a sizable budget gap.
Staff said the RFP generated only one sealed bid (CWPM). Negotiations reduced some dumpster and per-ton rates, but overall the revised numbers still left a projected gap against the approved budget — staff estimated the gap at about $89,000. Staff noted part of the increase is higher tip fees and changes in how condominiums are billed (many condominiums had replaced toters with dumpsters, which carries a higher cost).
Board members voted to approve recommending CWPM’s five-year bid for consideration at the June 18 town meeting in Lena Morton at 6 p.m. The motion carried.
The board and staff said they will continue to explore funding options — including whether supplemental funds to the Board of Education free contingency balances — before final town meeting action. If the town meeting approves the contract, the town will need to identify the funding approach to cover the gap.
No final dollar-amount contract was executed at the meeting; the board approved recommending the vendor and contract term for town meeting consideration.
