Consultants for the Riviera Beach CRA presented a first‑draft mobility plan focused on the CRA district that recommends a day‑one circulator (trolley/mini‑bus), 17 complete‑streets projects, 39 supporting improvements and five mobility hubs concentrated around Marina Village, Broadway and Blue Heron.
Elbert Waters of Eel Waters & Company and Matt Wjinowski of Cordino Group said outreach included a workshop on April 7, a seniors’ session and more than 100 survey responses; they reported 78% of respondents favored more micro‑mobility options. Technical analyses identified crash hot spots (notably Broadway and Blue Heron), gaps in sidewalks and lighting, and prioritized corridor improvements including Avenue E as a pilot streetscape project.
Residents at the meeting urged more and broader engagement. Shandra Stringer told commissioners the CRA had reached only a fraction of the city’s roughly 37,000 residents and recommended expanded outreach via churches, schools and community centers. Commissioner Laneir and others also requested clear documentation of outreach methods and additional public engagement before a final vote.
The consultant team asked the board to review the draft over the coming month; staff and consultants plan to return with a final draft for ratification in July after incorporating feedback, cost estimates and CIP alignment.
