Riviera Beach CRA accepts FY2025 audits, approves piggyback security contract
Summary

At its June meeting the Riviera Beach Community Redevelopment Agency accepted unmodified audit opinions for fiscal year 2025 for the CRA and its Community Development Enterprise. Roderick Carvey of HCT reported a clean audit opinion dated May 19, 2026 and reviewed key numbers including capital assets, liabilities and a $5 million-plus fund balance that staff said remains unencumbered and available for future budgeting.
On a separate motion the board approved Resolution 2026-07 to piggyback on the City of Riviera Beach’s competitively awarded security contract with Centurion Security Group LLC for armed security services at CRA properties. Staff said the piggyback will provide continuity until the city contract expires in early 2027, at which point the CRA will define its own scope of security services and solicit bids if appropriate. The piggyback motion passed unanimously.
Commissioners asked for clarity on audit delivery for the CDC and the status of the CDC’s audits; CDC Executive Director Anita Jenkins said audits are performed annually and the 2025 CDC audit was in process with anticipated delivery in 30–45 days. Jenkins and staff agreed to provide requested audit and expense materials to the board for budget review.
The board accepted the audit materials by motion and approved the piggyback security contract; staff recorded both actions in the meeting minutes.
