City staff proposes two-track strategic plan and Vision 2045 centennial process

City staff on June 9 proposed a two-track approach to long-term planning: a near-term strategic priorities plan to guide budgets and departmental work plans for the next three to five years and a longer-term community Vision 2045 tied to the city’s centennial.
Staff said the short-term plan would identify measurable outcomes, action initiatives and implementation steps the city can budget for in FY28, while the Vision 2045 exercise would be a broader community-engagement effort to define what residents want College Park to be by the city’s 100th anniversary (incorporated 1945). The proposal calls for hiring a consultant to facilitate community engagement, conduct stakeholder interviews and help develop both the strategic priorities and the vision document.
Council members generally supported the framework and urged that the visioning work feed the budget and strategic choices (council asked that a high-level vision be available in time to inform FY28 budget priorities). Members also urged strong community outreach, bilingual communications and active consultation with the University of Maryland so long-term plans align with university growth and regional planning efforts.
Next steps: staff will refine the scope based on council feedback, issue an RFP this summer for a consultant and return with a strategic-plan closeout assessment for FY21–FY25 priorities. The target schedule laid out by staff aims to align the recommended near-term priorities with the FY28 budget cycle and to complete Vision 2045 drafting for council adoption in late 2027 or 2028.
