Broken Bow council adopts One‑and‑Six‑Year plan, bans parking on stretch of South 19th

The Broken Bow City Council adopted its One‑and‑Six‑Year street plan and passed an ordinance limiting parking along part of South 19th Avenue during its Oct. 24 meeting.
Mayor Rod Sonnichsen called the meeting to order at 6:00 p.m. and the council unanimously approved the consent agenda, which included the Oct. 10 minutes and a detailed bills list totaling $162,740.35 and bi‑weekly payroll of $64,674.74. Councilmember Russ Smith moved to approve the consent agenda; Smith, Paul Holland and Chris Myers voted aye.
The council then voted unanimously to approve Resolution 2023‑16, the One‑and‑Six‑Year Plan. City Administrator David Schmidt told the council there were no changes to the proposal, noted updated project prices and said the Memorial Drive update was the most recently completed project.
During the same meeting the council opened and closed a public hearing on Ordinance No. 1274, which prohibits parking on the east side of South 19th Avenue between South E and South G Streets. Administrator Schmidt said the restriction is intended to preserve room for emergency services on a street that effectively has one way in and out. After the council suspended the statutory three‑reading requirement, the ordinance was read by title and passed on a unanimous roll call.
The council also moved several appointments and internal assignments. Councilmember Chris Myers nominated, and the body approved, Russ Smith as City Council President. By resolution (2023‑15) the council appointed Electrical Superintendent Blake Waldow as the MEAN Board director and City Administrator David Schmidt as the alternate; the motion passed on a unanimous vote.
Chief of Police Steve Scott presented the official pinning of Police Captain Christopher Anderson, noting Anderson has 14 years in law enforcement and has served with the Broken Bow Police Department since 2019. The council accepted the appointment of Officer David Baltz, and City Attorney Jason White administered the police officer oath.
Mayor Sonnichsen closed the meeting by congratulating the officers and announcing that the Handi Bus service is now operating. The council adjourned at 6:26 p.m.
