Shreveport City Council approves fire training tower contract and a slate of routine resolutions

The Shreveport City Council unanimously approved a contract authorizing the mayor to execute an agreement with WHP Training Towers to construct a fire training tower for the Shreveport Fire Department.

The council voted in favor of Resolution 53 after public comments. Sammy Mirs, a resident who spoke during the public-comment period, told the council he supported the WHP training tower and asked the council to “please vote yes today on this.” The resolution passed with a recorded result of seven in favor.

Council members also approved a group of routine resolutions and ordinances during the meeting. Among the actions the council passed were: Resolution 51 (a cooperative endeavor agreement with the DInnesota Parish Sheriff’s Office); Resolution 52 (acceptance of a donation from the Veterans of Foreign Wars Department of Louisiana); Resolution 54 (authorizing rejection of bids for IFB 26-026); and Resolution 55 (allowing a property at 160 Mayo Road to connect to the city’s water and sewer system). Each of those measures passed unanimously, with the clerk recording a seven-vote tally.

On the ordinance side, the council approved several budget and code measures on second reading and final passage, including Ordinance 56 (amending the 2026 water and sewage enterprise fund budget), Ordinance 57 (amending the 2026 capital projects fund budget), Ordinance 58 (terminating the downtown entertainment economic development area established in 1999), Ordinance 59 (repealing related code provisions), Ordinance 60 (amending flat-rate sewage charges), Ordinance 61 (amendments to the Unified Development Code on landscaping and water tower height) and Ordinance 62 (rezoning case 26-34C to C4 heavy commercial). Council votes on these items were recorded as passing with seven votes each.

Councilman Green asked for a brief explanation during the zoning discussion for Ordinance 62. A staff representative explained the site had operated as a nonconforming RV park, had received a citation, and that the planning commission had voted unanimously in favor of the rezoning. After the explanation the council voted to approve the rezoning.

Next steps: several additional resolutions were introduced for future consideration (to be taken up no earlier than June 23, 2026), including items on official journal selection, downtown parking system management, an intergovernmental agreement with the state Department of Transportation and Development, approval of an assignment of oil and gas leases, and an acceptance related to water and sewer mains for Lucen Fields estate phase 3.

The council introduced additional resolutions and ordinances for later consideration but did not adopt them at this meeting.
