Jasper County canvass board certifies election, approves counting of one provisional ballot

The Jasper County Voter Registration Board certified the county’s canvass and approved counting a single provisional paper ballot during a canvass meeting.
Miss Foster, the county director, told the board that a voter in Hollyville 3 Precinct had been issued a paper ballot after a machine printing issue and requested a motion to include that ballot in the official totals. "After two tries, you cannot do a third try on a ballot card, you have to go to a paper ballot to vote," Miss Foster said. The board approved the motion to count the provisional ballot by voice vote with no opposition recorded.
The director read the updated totals from the canvass packet and said those figures would be added to the certified race totals. Miss Foster moved to approve the updated results and certify the canvass; the motion was seconded and approved by voice vote. The board then completed certification formalities, including signing paperwork and preparing both Republican and Democratic certification forms as indicated by staff.
The board also confirmed next steps and timelines related to a scheduled runoff and upcoming early voting. Miss Foster said the county will hold a runoff on June 23 and that early voting for the county will take place June 17–18 from 8:30 a.m. to 5 p.m. She said the board would meet at 9 a.m. to validate absentee ballot signatures once the state database arrives and staff can complete machine programming.
A staff member read a legal notice at the meeting opening citing South Carolina Code of Law, 1976, section 34-80B, confirming the meeting agenda and notice were posted at least 24 hours in advance and provided to media and requesters.
The meeting record shows the headcount audit included in the packet was approved; staff offered to email a more detailed breakdown to board members. No roll-call tallies for individual named board members were read into the record; votes were announced by voice as "aye" with no recorded nays, and the board certified the canvass and related motions by voice vote.
The board closed after assigning follow-up tasks for absentee verification and voting equipment programming. The board indicated it will reconvene at 9 a.m. as needed to finalize absentee verification ahead of early voting and the runoff.
