Meals on Wheels bidder questions sealed-bid award and added line items

Terry Booker, who identified himself as the current Meals on Wheels contract holder, used the meeting's public-comment period to raise procedural and fairness questions about a recent sealed-bid award.

"This was based on a price of their bid that expires July 31st, 2026. Now, the contract doesn't even start until October of 2026. So, how is this bid even considered when it doesn't meet the criteria of the bid proposal that was put out?" Booker said.

Booker told commissioners he had not been contacted by staff about the award before the meeting and that the winning bid appeared to include extra line items (he cited a $1.17 per-person charge for paper products) that were not part of the bid documents he responded to. Booker said he has run local catering and Meals on Wheels operations for years and asked the board to investigate and to follow up with county counsel.

Chair Mike Steven asked Booker to speak afterward with county counsel (Mr. Laughrey) and staff. County officials said they would follow up and review the procurement documents and addenda.

Why this matters: Procurement reviews are a routine county responsibility but a $4 million meals contract affects local service continuity and local small-business opportunities. The bidder requested transparency on bid compliance and the county agreed to take his questions under advisement.

What comes next: Chair asked Booker to provide documentation to county counsel; staff committed to follow up and report back to the commission.
