Staff described each consent item. The council approved a recommended 10-year parking-lease renewal with property owners Christopher E. and Janet D. Aken for the lot at 1020 West Avenue; staff said the annual rental amount is an amount equal to the annual ad valorem taxes due to the city and cited $32,644 for 2025.
The council also approved a five-year contract with Vertex One to provide an online customer portal (VX Smart) with a contract total of $123,384.37; staff said the vendor replaces Mueller, which previously provided online account access. The metering capital project, adopted in June 2019 with a budget of $4,400,000, was presented as finished under budget by $15,978.75 and staff requested adoption of a closeout ordinance; staff reported total expenditures in the packet (the transcript contains a garbled figure for the final cents/digits).
Council approved a capital-project budget amendment of $269,710 for aquatic-center improvements tied to a North Carolina Parks and Recreation Trust Fund grant, increasing the project budget to $1,360,085 to cover higher renovation costs.
A council member moved to approve consent items A through E as presented; the motion passed by voice vote and the mayor recorded five votes in favor for the record. No members of the public addressed the council during the citizen comment period.
