Carmel board approves fireworks permit fee, MOU with school, Sycamore Park abatement and other routine items

The Carmel Town Board on June 10 voted unanimously on a slate of routine and time-sensitive items, including amendments to the 2026 user fee schedule, an interagency memorandum of understanding and the cleanup of a hazardous structure at Sycamore Park.
Early in the meeting the board adopted a resolution adding a $500 insurance fee for fireworks display permits "pursuant to Penal Law 405," read into the record by Councilman Sha and passed on a roll-call vote. The board also authorized a memorandum of understanding between the town police department and the (transcript: Mayapac/Hopac) Central School District to permit security-camera access, authorizing Supervisor Mike Cazeri and Chief of Police Anthony Hoffman to execute the agreement.
The board set a public hearing for July 1, 2026 at 7 p.m. on a proposed Community Development Block Grant application for up to $2 million to support Town of Carmel Water District No. 2 infrastructure work. Staff noted New York State announced roughly $29.2 million available through the 2026 CDBG program with approximately $25 million for public infrastructure projects.
In the work session the board moved quickly to approve an abatement for an aging theater building at Sycamore Park after testing revealed asbestos-containing material (approximately 100 sq ft of sheetrock and 15 sq ft of tar). Only one vendor submitted a bid; the board authorized Serve Pro to perform abatement services at $16,350 so demolition and site removal can proceed before summer programs begin. "We'll get this hazardous waste out of there before Stern comes," a board member said after the motion passed.
Highway Superintendent Michael Stern requested authority to acquire surplus equipment (a lowboy sprayer/sander combination) from the Town of Southeast for $15,000; staff said municipal surplus transfers between municipalities are exempt from General Municipal Law competitive-sale limits and the purchase was authorized.
Separately, engineering recommended a $1,000 bond return (bond register #864) for a planning application after inspection confirmed required site features were completed; the board accepted the recommendation.
