Ashley, who assists the ABSEP coordinator, told members the application is a roughly 40‑page, fillable binder that programs submit for approval or reapproval. She said the application package includes location and occupancy data, evidence of program administration and governing body oversight, certification lists for instructional and related‑service staff, curriculum binders aligned to standards, transportation and driver documentation, medication‑administration protocols, safety and emergency plans, restraint and seclusion reporting, a review of 10 student files at site visit, and fiscal audit reports. "This application is not publicly available," Ashley said, noting the application is generally shared with programs that have existing operations or by direct request.
Members said the panel will need to examine the approval process as part of the commission's charge to recommend methodology changes. Brian and other staff offered to provide the application materials and a one‑page summary for members to review; the subcommittee agreed to place a review of the approval process on a future meeting agenda so members can identify possible updates to approval standards or site‑review methods.
Ashley and Brian also described the typical timelines for site visits and the documentation expected two weeks prior to review. The subcommittee asked for staff to circulate the application materials and a short one‑page summary ahead of the next meeting so the group can prepare targeted questions about approval standards, capacity calculations and follow‑up compliance procedures.
