The Carroll County Liquor Board on June 1 approved an application to transfer a Class A packaged‑goods license from New Carriage House Liquors to Westminster Liquors LLC.
Counsel Kelly Schafer Miller and applicant Thomas (Tom) Welliver described the proposed ownership structure and operations plans, saying Mr. Welliver and a second managing member will oversee two experienced managers and require alcohol-awareness certification and point‑of‑sale ID scanning for all clerks. Brian Brook, current license-holder and member of the purchasing group, confirmed he will remain on the license as part of the new entity and presented character witnesses who testified to the applicants' reliability.
The board reviewed letters from state and local agencies confirming that outstanding issues with state filings had been resolved, and discussed past violations at the prior location. After questioning about manager qualifications and training protocols, the board voted to approve the transfer, subject to the usual requirement that all permits for the new location be obtained before a license issue.
