Enoch delays annexation-area change after staff finds missing policy plan; developer urges carve-out

Enoch staff delayed consideration of an expansion to the city's annexation declaration area after determining the proposed change constitutes an amendment to the city’s annexation policy plan and that a current policy plan could not be located.
City Manager Ryan Robinson said state-required elements — including population projections and service-capability analyses — must accompany any annexation policy plan and that staff would return with both the policy plan and a declaration-area amendment within a couple of months. Robinson noted forthcoming clarity about the Coal Creek/Riddermark development could inform annexation needs.
Council Member Trower observed that potential data center development east of Lund could generate significant revenue, which informed Council interest in the declaration-area boundary. During public comment, Tyler Melling of Velocity Builders said some of his family's property north of the future Belt Route is agricultural and that inclusion in the declaration area would "trigger city hearings for many county-intended developments, imposing infeasible service costs for minimal tax benefit." Melling asked the Commission to revise the declaration line to exclude lands north of the Belt Route and described infrastructure constraints such as a mile of gravel Enoch Road and BLM boundaries.
The Commission placed the item on hold so staff can prepare the annexation policy plan and the declaration-area amendment and return for public hearing and consideration in coming months.
