Enoch planning panel backs snow-triggered street-parking ban, sends ordinance to council

Enoch planning commissioners voted May 26 to forward proposed changes to the city’s parking ordinance that would bar overnight on-street parking and give the city authority to restrict parking when snow is present.
City Manager Ryan Robinson told the commission the draft ordinance would "restrict overnight and seasonal parking on public streets and rights-of-way within city limits, with overnight parking prohibited from 10:00 PM to 5:00 AM," and that staff recommended replacing fixed seasonal dates with a clause triggered "whenever snow is present." The changes are intended to facilitate snow removal and ensure emergency-vehicle access.
The proposal also adds visibility and emergency-access requirements: designating fire lanes on any private road or alleyway with a paved width of less than 28 feet (staff recommended removing the phrase "within a PUD" to broaden applicability), and limiting on-street parking within 20 feet of intersections or complex entrances to preserve sightlines for motorists. Robinson said developers would be required to install no-parking/fire-lane signage and red curb painting as directed by the fire marshal.
Commissioners discussed whether the changes would affect existing streets and enforcement timing. Robinson clarified existing roads would retain legal nonconforming status and that the ordinance would apply to new developments after City Council adoption. Council Member Trower raised signage and public-notice questions; Commissioner Delaine Finlay suggested publishing the change in the city newsletter and recommended the simpler phrasing "no on-street parking when snow is present" to avoid confusion over calendar dates.
Commissioner Kyle Jones moved and Commissioner Finlay seconded a motion to send a favorable recommendation to the City Council incorporating the signage direction and replacing the specific November–March dates with language invoking parking restrictions when snow is present; the motion passed unanimously. The City Council will take up the ordinance next; staff suggested allowing a period for resident adjustment before issuing tickets.
The recommendation affects Enoch City Ordinance section 11.300.344 and will advance to the City Council for final consideration.
