Staff explained charter language that allows the council to fill vacancies by majority vote and reviewed the timeline used for a 2024 vacancy. Council members debated whether to wait for a pending court case but reached informal consensus to publish the vacancy notice as soon as staff can prepare it, keep the application period open for about 30 days, and plan initial application review at the council’s first August meeting. Council instructed staff to use the same application form used previously (with optional attachments such as a resume) and to provide standard public notice channels.
City Attorney and staff advised that the council could halt the process if a court issues an injunction or restraining order; several members urged proceeding so residents in the district could again have representation. Staff said the hearing in the related case is scheduled for this Thursday and that a ruling could be available next week.
Council moved no final appointment at the workshop; staff will post the vacancy, accept applications, and return to council per the schedule unless legal developments require a pause.
