Rochester Hills council accepts $2 million state grant, approves fire equipment and multiple contracts

At the June 8 meeting, Rochester Hills City Council approved several funding and procurement items across public safety, parks, IT and public works.
Grant acceptance: The council accepted a $2 million Michigan Department of Labor and Economic Opportunity one-time enhancement grant (grant E20260105) to pay for roadway infrastructure and a community gathering space at Nikki Park. City staff credited Representative Tisdel and Senator Weber for championing the legislative-directed spending item and authorized the mayor to execute the agreement.
Fire equipment: Deputy Chief Cook asked council to authorize purchase of six spreaders, six cutters, six rams, 28 replacement batteries, software and related accessories from MacQueen (Delafield, Wis.) for $279,400; with a $28,000 trade-in the net anticipated cost is $251,400. Council members discussed battery redundancy and deployment logistics and approved the purchase.
IT contract: The council authorized a five-year blanket purchase order with Denovo (Boulder, Colo.) for continued managed hosting and lifecycle support of the city’s JD Edwards ERP covering finance, HR and purchasing, at a not-to-exceed amount of $1,800,000 and waived a shorter-term limit to lock current pricing.
Public works and fleet: Council approved a Dutton Road water main replacement contract (Bitigary Contractors) including a 10% contingency to cover the project; authorized a blanket purchase order for as-needed concrete work (not to exceed $270,000 through 2029); renewed a HydroCorp cross-connection program management contract; joined a multi-community cooperative to secure rock salt for the 2026–2028 seasons; and approved purchase of a 2026 Elgin Regen X1 regenerative-air street sweeper for $392,446.
Insurance and planning: Council renewed insurance participation in the Michigan Municipal Risk Management Authority (MMRMA) for the July 2026–July 2027 policy period and adopted nine strategic goals and objectives to guide the FY 2027 budget cycle.
All purchases and contracts were approved by the council during the meeting; many items were budgeted and described by staff as planned replacements or funded projects.
