York County planning panel approves short-term rental, advances towing and auto-repair permits

The York County Planning Commission on June 10 approved a special-use permit allowing an accessory dwelling unit at 693 Winthrop Road to operate as a short-term rental and voted to advance two commercial permit applications — a towing/impound yard at 1570 Penman Road and an automotive repair garage at 106 Industry Drive — under conditions set by staff.
Staff reviewed resolution PC26-13 for the Winthrop Road property and recommended approval with multiple conditions intended to limit neighborhood impacts: maximum stays of 2–14 nights, a four-person guest limit for the ADU, a prohibition on exterior signage advertising the rental, required on-site residency by the owners while rentals are occurring, fire and life-safety inspections before opening and annually thereafter, and parking requirements satisfied by existing driveways. After a brief question-and-answer on ADU deed restrictions and parking, commissioners adopted PC26-13 on roll call (Mr. Brooks — yes; Chair Michael King — yes; Mr. Wasman — yes; Mr. Titus — yes; Mr. Chamberlain — yes).
Timothy Richie, who identified himself as a licensed Virginia real estate agent and property manager and co-applicant for the Winthrop Road cottage, told the commission he manages dozens of properties and that the owners "take compliance and accountability very seriously," stressing they live on-site and will enforce house rules to prevent parties or disturbances.
The commission also considered two commercial applications. Staff recommended forwarding resolution PC26-14 to the Board of Supervisors to establish a towing service and vehicle impound/storage yard at 1570 Penman Road, noting site layout, proposed fencing and tree screening, weekday business hours with after-hours vehicle retrieval by appointment, and conditions that limit long-term storage. The motion to forward PC26-14 carried on roll call with five recorded yes votes.
For PC26-15, staff recommended approval to authorize an automotive repair garage at 106 Industry Drive, noting the building provides the 24 parking spaces required by ordinance (26 are present), that repair work will be conducted indoors, and that hazardous-materials and stormwater controls and a Knox box for emergency access are required before permits issue. Owner Brandon Bendle, who said he is a 15-year county law-enforcement veteran and 14-year local business owner, told commissioners he has worked with Fire and Life Safety and will meet required conditions. The commission adopted PC26-15 on roll call.
What happens next: PC26-13 becomes effective subject to the conditions listed in the resolution; PC26-14 was forwarded to the Board of Supervisors for final action; and PC26-15 was adopted by the commission subject to the listed permitting and safety conditions.
