Borough considers redesigned park work that may exceed DCNR grant

Red Lion Borough’s work session on Aug. 5 centered in part on a proposed redesign of the park that would remove a previously planned amphitheater and add grading, a revamped walkway, lighting and accessibility improvements. Engineer Jeff Shue estimated the revised scope at about $300,000 while noting the current Department of Conservation and Natural Resources (DCNR) grant on the project is $280,000. He said he believes DCNR could approve an increased award if Council approves the scope and seeks their sign-off.
Shue told Council the redesign would require some tree removal and demolition work to create graded seating areas and to make the park ADA-compliant. He recommended submitting the revised plans to DCNR and aiming to put the work out to bid in early 2025. Council members said they generally liked the proposed use of grant funds but emphasized they need to decide on a plan promptly or risk losing the grant.
Council members also noted donor expectations tied to an amphitheater. Planning and Economic Development representatives said ROARS had previously donated money with the understanding it would be used for an amphitheater; ROARS indicated it expected reimbursement if the amphitheater is not constructed unless Council and the donor agree otherwise. Council said further discussion on donor intent and any reimbursement would occur as the redesign is finalized.
Next steps identified at the work session were for staff and the engineer to finalize a proposed scope and cost estimate, submit the plan to DCNR for its approval, and then, if approved, prepare the project for bidding. No formal vote was taken at the work session.
