City administration told the Budget & Finance Committee it needs to transfer $1,325,743 from the FY26 Capital Reserve Fund to cover several priority projects. The money is the statutory 1.5% capital reserve allocation tied to last year's tax levy and was presented as a single FY26 transfer.
The administration outlined the proposed breakdown: $550,000 for roof replacement at the fire station and the library; $200,000 for lighting units and ornamentals; $50,743 for sign replacements under DPW; $200,000 for renovations at the Council on Aging building and surrounding areas; and $325,000 for IT and server upgrades.
Administration staff said department heads submitted project lists and the city prioritized the highest needs within the limited FY26 pool; the mayor made the final selection of projects. Councilor Mark LaPlante asked whether the IT funding would include surveillance cameras; an IT representative, Carlos Castillo, said the $325,000 covers servers and network switches, not cameras.
After questions about the project-selection process and requests for the departments'wish lists, the committee voted to forward the transfer to the full council with a favorable recommendation.
