County weighs NG9-1-1 timetable, municipal map requests and privacy shielding after GCDC grant denial

Rob Sommers told the Green County Land Information Council that the 2026 NG9-1-1 GIS grant process is behind schedule and that applications are not yet ready; the application deadline is March 15, 2026, and Sommers said it was unclear whether a special meeting would be needed to approve submissions.
Melissa Even asked whether the NG9-1-1 funding must be strictly GIS-related or could instead support PSAP/dispatch technology. Sommers said staff will assemble grant information as soon as possible and that, when ready, the council will address whether committee approval is necessary.
Sommers also reported a rise in municipality requests for county-produced maps, citing the Town of York’s request for a map to support a town ordinance/land division. He advised municipalities that an official request, feasibility review and a cost analysis would be required and said the county does not want to compete with private-sector map vendors. On privacy and shielding options, Sommers said the county has not taken action or designated a contact person; no shielding requests have been received and the item remains on hold pending more information.
Sommers reported that a proposed project from the Green County Development Corporation (GCDC), which had been seeking frontier grant and ARPA funds for GIS mapping and a telecommunications layer, was denied; the project had been presented with a possible $200,000 budget. Rob Sommers expressed concerns about how mapping would be managed and recommended a contract to define scope; the council tabled the item to April for more details.
The council tentatively set its next meeting for April 28, 2026.
