Green County moves forward on PLSS mapping as Strategic Initiative grant is reduced

Rob Sommers reported to the Green County Land Information Council on Dec. 9 that the county’s PLSS (Public Land Survey System) project is complete and that staff are preparing follow-up work for 2026.
Sommers said the Strategic Initiative Grant has been greatly reduced and currently looks to be around $20,000; if awarded, the council would use it toward PLSS Benchmark 4. He said the county could consider LIDAR imagery for future work but noted that option would be expensive. Sommers also described Base Budget Grant uses to complete 2026 PLSS work, maintenance mapping and surveys, metadata updates, zoning and land conservation mapping, migrated app updates (emergency management maps, sex-offender placement, site-address updates), and integration with highway presurvey mapping.
On road centerline work, Sommers reported the north half of the area has been rectified with aerial photography and the full north half should be done by the end of the year; he recommended contracting out the south half. The assessor’s office has submitted splits and assessments are in, with new splits beginning in January.
The council voted to accept the grant information as presented. Sam Wilke moved to accept the grant information; Melissa Even seconded and the motion passed.
Next steps identified were to pursue Benchmark 4 funding if the Strategic Initiative Grant is awarded, finalize use of the Base Budget grant for 2026 PLSS completion, and evaluate whether contracting for the south half of road centerline rectification is warranted.
