Planning commission approves Hand Dandy Tattoo permit for small public gatherings at 80 S. Carbon Ave.

Price City’s Planning and Zoning Commission approved a conditional use permit June 8 that allows Hand Dandy Tattoo to host small public gatherings behind its shop at 80 S. Carbon Avenue.

Keisha Wade, the applicant, described a “funny little kind of landlocked area behind our shop” that she plans to convert into a covered pavilion and a small deck-stage for concerts, open mic nights, paint nights and occasional fitness classes. Wade said the rear area would be used for small gatherings and she proposed a maximum occupancy of 35 people. “We have about a $20,000 grant from Main Street America and American Express,” Wade said, adding the business will use nearby municipal mural parking and direct attendees to the rear entrance through the building rather than the gated alley.

The commission’s staff read the permit conditions at the meeting. Conditions require all exterior customer and employee ingress and egress areas to be lighted with high-efficiency LED fixtures; secure dumpster enclosure and sufficient servicing to prevent wind scatter; compliance with the City’s parking requirements with no fewer than 10 off-street spaces (including required ADA spaces); building and fire inspections and any recommended safety fixes prior to occupancy; posting of the maximum safe capacity (not to exceed 35); compliance with stormwater retention and landscaping requirements; and that no loitering, new traffic patterns or additional structures be created without further approval.

Commissioners asked about emergency egress and parking logistics. Wade said the gated access at the rear is documented as pedestrian egress only and that the gate would be for emergency use; she said most attendees would enter through the business during events and that folding chairs and tables would be stored on site. Wade also said she coordinated murals on the neighboring building to help direct parking and that Bookcliff (a neighboring property owner named in the discussion) agreed to temporarily remove part of its fence to allow construction equipment access, to be repaired afterward.

A motion to approve the conditional use permit was made by Commissioner Viejo and seconded by Commissioner Black. The commission approved the permit by voice vote; staff told the applicant to come forward afterward to sign the agreement and receive a copy of the conditions and permit paperwork.

The permit is conditioned on completing any required building permits, safety inspections and compliance measures the Price City building inspector and fire chief determine, and on maintaining required parking, waste management, lighting and stormwater controls. The commission did not set any later review date in the meeting record.
